Stephen Alayon is one of 2020's Outstanding Professional Awardees for the year 2020 for the Business, Education, and Social Services Sector. He is the only Librarian in the group of professionals who have been awarded.
According to PRC, the “Outstanding Professional of the Year is the highest award bestowed by the Commission upon a professional as recommended by his/her peers for having sufficiently demonstrated professional competence of the highest degree and conducted himself/herself with integrity in the exercise of his/her profession, meaningfully participated in professional activities through the professional organization; significantly contributed to the advancement of the profession; and sincerely and effectively discharged personal and professional social responsibility through meaningful contribution/participation in socio-related activities.”
Alayon is currently the Information Specialist 2 (Head) of the Library and Data Bank of Southeast Asian Fisheries Development Center - Aquaculture Department (SEAFDEC AQD) in Tigbauan, Iloilo. He is also a faculty for the Library and Information Science programs of Central Philippine University and University of San Agustin, two prominent universities in Iloilo City.
He earned his Master's in Library and Information Science from CPU. He finished both Bachelor of Science in Computer Science and Master of Education (Mathematics) degrees at the University of the Philippines in the Visayas.
He is also an active member of librarian organizations such as Philippine Librarians Association, Inc. (PLAI), Philippine Association of Academic and Research Libraries (PAARL), Association of Special Libraries in the Philippines (ASLP), Special Libraries Association (SLA) Asia, and Philippine Association for Teachers of Library and Information Science (PATLS).
He is the current President of the International Association of Aquatic and Marine Science Libraries and Information Centers (IAMSLIC), an international organization of individuals and institutions involved with aquatic science information. He is often invited as a speaker or resource person in many seminars, webinars, and conferences.
He served as the Executive Vice President of the Philippine Librarians Association Inc. (PLAI) – National Board of Trustees in 2015-2016, and President (2013-2014) and Vice President (2015-2016) of the PLAI-Western Visayas Regional Librarians Council.
He also leads library advocacies, such as Ncelliberation, a group of volunteers focused on developing jail libraries in Panay.
He has also been the recipient of several awards such as PAARL Outstanding Academic/Research Librarian 2012, ASLP Citation Award for Excellence in Research 2013, PLAI Distinguished Service Award 2014, Severino I. Velasco Award 2017, and Gawad sa Natatanging Laybraryan (Visayas) 2018, and SLA Asian Librarian Award 2014.
He has a Facebook page/blog, Stephen Alayon (@stpnalaunpage), where he posts and shares about public information related to library and information science such as news, jobs, scholarships, conferences.
The SEAFDEC AQD Library is a pioneer in digital library services in the Philippines, with online platforms such as the SEAFDEC AQD Institutional Repository and the Aquatic News Index (ANI).
