Commission on Human Rights creates eLibrary for disability rights


Commission of Human Rights (CHR) launched the Philippine Observatory on the Rights of Persons with Disabilities or PhORPD last July 16, 2021. This is an electronic library of data regarding the human rights of persons with disabilities in the Philippines.

Data in the eLibrary is curated by specialists on disability rights. This is foreseen to be useful as a reference for stakeholders on developing policy and programs for persons with disabilities.

According to the PhoRPD website, "In 2020, against the backdrop of uncertainty brought about by the COVID-19 Pandemic, the Commission on Human Rights has initiated the development of the Philippine Observatory on the Rights of Persons with Disabilities (a.k.a. PhORPD), in active collaboration with the six disability rights specialists, who represented the children with disabilities, persons with chronic/psychosocial disability, deaf/hard of hearing, with orthopedic impairment, speech impaired, and visual impaired.

Due to the pandemic, rapid digital transformation has become even more necessary to keep track the human rights situation of persons with disabilities in the Philippines. The PhORPD manifests an interactive and reliable information center for, by and with persons with disabilities. It is intended to be continually improved, as it is being utilized, by all stakeholders in pursuit of the principle of universal design as proclaimed in the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD)."

Currently, the online platform includes government issuances, treaties, laws, bills, and videos. CHR is planning to add more content in the future.

Aside from information about disability rights, the online platform of CHR's Human Rights Observatories also includes valuable data on indigenous peoples, LGBTQIA+ community, women, overseas Filipino workers, migrants, and those affected by climate change.

According to the Director IV of CHR-Human Rights Centers Management Office, Dr. Renente A. Basas, “The Human Rights Observatory is a monitoring and evaluation system tracking the State’s implementation of its human rights obligations through consolidating relevant documents.”
